The UK government says it has not offered Libyan Foreign Minister Moussa Koussa immunity from prosecution. British officials are questioning Mr Koussa after he unexpectedly arrived in the UK.
Mr Koussa is a former head of Libyan intelligence who is reported to have been close to Col Gaddafi.
Foreign Secretary William Hague said Mr Koussa has flown to the UK of his own free will - "...His resignation shows that Gaddafi's regime, which has already seen significant defections to the opposition, is fragmented, under pressure and crumbling from within..."
